In addition to ‘Management of Portfolios’ and ‘Managing Benefits’, he is the author of, ‘Realising Benefits from Government ICT investment – A fool’s errand?’ (2011, Academic publishing) and, ‘Transforming Government and Public Services – realizing benefits through Project Portfolio Management’ (2010, Gower). Steve is also one of the contributing authors of, ‘Project Portfolio Management – A View from the Management Trenches’ published by Wiley in 2009 and sponsored by the PMI. Most recently he authored the Benefits Management chapter in, ‘The Effective Change Manager’s Handbook’ (KoganPage, 2014) and the chapter on Portfolio-level Benefits Management for a Portfolio Management Handbook to be published by Routledge in late 2018.
Steve has extensive experience at senior level as a member of the UK Senior Civil Service from 1999 to 2011 including in senior roles in the Home Office, Justice, Corrections, and the Cabinet Office. During that period he also worked on secondment for the Queensland government (Treasury) in Australia in 2001-02. From mid 2006 to 2008 he was Director of Criminal Justice IT, one of the largest IT-enabled business change programmes in Europe. He also headed the £2bn Criminal Justice System IT Portfolio from its establishment in 2005 to 2008. Steve designed, implemented and operated the CJS IT approach to Portfolio & Benefits Management that was recognised internationally (in reports to the OECD and European Commission and in a case study published by Gartner) and which won the 2007 Civil Service Financial Management Award. Following that, he worked on the development of Project Portfolio and Benefits Management for the Cabinet Office as part of the Transformational Government and Service Transformation agendas, and led on benefits management research for the OGC PPM Standards Group. He was described by the UK Government CIO as the, “rottweiler of benefits management”.
Steve left the UK Civil Service in 2011 and since then has provided independent portfolio and benefits management advice to a range of organisations in both public and private sectors, and training in Portfolio and Benefits Management. He also develops and delivers Masters-level courses for the Graduate Business School at Queensland University of Technology where he is a Corporate Educator. He is also an examiner on a number of project management schemes for the APMG.
Steve is a regular keynote speaker at international conferences, trainer and writer on the subjects of project portfolio and benefits management. He has presented to the OECD, European Commission and to conferences and training courses in Sydney, Canberra, Brisbane, Melbourne, Perth, Wellington, Auckland, Chicago, Washington, Vancouver, Ottawa, Florida, Rome, Milan, Paris, Copenhagen, the Netherlands, London and Tokyo.

This masterclass explores Project Portfolio Management using real world examples, lessons from research, and practical case studies. The course addresses the key themes from global best practice, including the PMI’s ‘The Standard for Portfolio Management’ and OGC/Axelos’s ‘Management of Portfolios’ (which Steve co-authored), whilst highlighting how portfolio management can:
· Strengthen the link between organizational strategy and project/progam implementation;
· Provide a basis for ‘fast and frugal’ decision-making, and more robust investment appraisal and portfolio priortization;
· Improve the likelihood that we do the ‘right projects’ and ‘do them right’; and

Masterclass: Benefits Management
The reason organizations invest in projects and programs is to realize benefits in terms of: improving services and delivering outcomes for customers and citizens; reducing spend; increasing revenue; mitigating risk; and meeting legal and regulatory requirements cost-effectively. Yet research consistently finds that most organizations, public and private, struggle to demonstrate a positive return on their investments in change. Benefits Management is one solution, but as the PMI has reported, “Interest is high, but few are doing it well.”
In this masterclass, Steve Jenner, a global authority
in the field and author of ‘Managing Benefits – Optimising the Return from
Investments‘, will outline the main obstacles to more effective
practice, their causes, and solutions
adopted by organizations around the world. This includes the
findings from two recent international
research studies undertaken on behalf of the PMI. Addressing the
main benefits management methods and techniques, Steve will go beyond standard
processes and documentation, to provide participants with practical experience
of thinking in a benefits-led way, the key questions to ask, and the tools and
confidence to apply them in practice – and so optimise the role they play in
the development of a ‘benefits-centric’ culture within their organizations.
